Artūras Kuliešas is the Infrastructure Resilience Programme Manager at Litgrid, Lithuania's electricity transmission system operator, where he leads strategic initiatives aimed at strengthening the security, resilience, and protection of critical energy infrastructure. He is responsible for coordinating complex resilience programmes that address physical security, critical infrastructure protection, operational preparedness, and cross-border cooperation across the Baltic region. Prior to his current role, Artūras played a leading role in the delivery of the Baltic Synchronisation Programme, one of the most significant energy transformation projects in Europe, enabling the integration of the Baltic power systems with Continental Europe. Throughout his career, he has managed large-scale infrastructure and energy projects financed by the European Union, working with transmission system operators, ministries, regulators, and European institutions. His professional experience spans programme management, strategic planning, risk management, stakeholder engagement, and governance of complex international initiatives. Before joining the energy sector, he worked in management consulting, advising organisations on strategy execution, organisational development, business transformation, and project management excellence. Artūras is widely recognised for applying advanced project and programme management practices to deliver complex, high-impact initiatives in highly regulated and technically demanding environments. In addition to his corporate responsibilities, he actively contributes to the advancement of the project management profession through professional associations, public speaking, and academic engagement.
